Can't get Maswter Frames to work

I have a Master Frame set up pretty "vanilla" a heading and a footing with a content block in the middle.
The data for the content block is in a blank page - Master Frame is set to True with the correct file name.
The content shows up at the bottom of the page....over the middle of the bottom of the master frame.
Needless to say, its wrong and it looks bad.... I'd update to ver 5, but this has been an ongoing problem that I've worked around in 4 for a year.
any Ideas?
